This highest national honour of Kuwait was awarded at a ceremony held at the Bayan Palace on December 22, 2024. The accolade is a testament to the longstanding and deep-rooted ties between India and Kuwait, according to government officials.
The honour, instituted in 1974 and reserved for select global leaders, marked a historic occasion, coinciding with the first visit by an Indian Prime Minister to Kuwait in 43 years. Prime Minister Modi dedicated the award to the enduring friendship between the two nations, the vibrant Indian community in Kuwait, and the 1.4 billion people of India. Speaking on the occasion, he stated, “This honour reflects the centuries-old relationship between our nations and assures a new phase of collaboration.”

The ceremony was graced by the presence of Sheikh Ahmed Al-Abdullah Al-Ahmad Al-Sabah, the Prime Minister of Kuwait. In his remarks, His Highness the Amir praised Prime Minister Modi’s efforts in strengthening bilateral ties, adding, “This is our highest medal, and you have earned it. Our bonds with India span hundreds of years.” Expressing gratitude, Prime Minister Modi replied, “I dedicate this great honour to the people of India and our historical friendship.”
During his visit, Prime Minister Modi and the Amir of Kuwait discussed a wide range of issues, reaffirming their commitment to elevating bilateral relations to a strategic partnership. The leaders acknowledged the contributions of the Indian diaspora in Kuwait, numbering over one million, and its role in Kuwait’s development. Prime Minister Modi expressed gratitude for Kuwait’s support of the Indian community and praised the country’s ambitious Vision 2035 initiative.
The meeting also highlighted recent collaborative efforts, with Prime Minister Modi thanking the Amir for inviting him as the Guest of Honour at the Arabian Gulf Cup opening ceremony.
