PM Modi Outlines ‘Sapt Dhara’ Vision For Viksit Bharat 2047 On 80th Independence Day

Addressing the nation from the ramparts of the Red Fort on the occasion of India’s 80th Independence Day, Prime Minister Narendra Modi unveiled a comprehensive blueprint to transform the country into a developed nation, or Viksit Bharat, by 2047. Set against the historic milestone of 150 years of Vande Mataram, the Prime Minister’s address highlighted remarkable economic growth over the past decade while setting out ambitious targets spanning manufacturing, technology, clean energy, and social inclusion.

Reflecting on the nation’s socio-economic trajectory over the past 12 years, PM Modi noted that India has successfully transitioned from being classified among the ‘Fragile Five’ economies to becoming the world’s fastest-growing major economy. He highlighted that 25 crore citizens have risen out of poverty, supported by a social security shield that now covers 100 crore people. Demonstrating rapid expansion in domestic manufacturing, defence production has surged nearly fourfold, while mobile phone manufacturing has expanded 35-fold and modern railway coach production has grown 21-fold.

Key Growth Milestones Over the Past 12 Years

• Mobile Phone Production : 35-fold increase
• Modern Railway Coaches : 21-fold increase
• Digital Transactions : 100-fold increase
• Defence Exports : 50-fold increase
• Solar Energy Capacity : Rose from 2 GW to 160 GW

The ‘Sapt Dhara’ Strategic Framework

Central to the Prime Minister’s vision for the coming decades is the Sapt Dhara—seven strategic streams of strength designed to accelerate national capability and economic self-reliance (Aatmanirbhar Bharat):

1. Manufacturing Power: Emphasising a commitment to zero-defect, precision manufacturing, the Prime Minister called on micro, small, and medium enterprises (MSMEs) to leverage India’s Free Trade Agreements (FTAs) with nearly 40 countries. He urged domestic manufacturers to capture global supply chains from design to final production, establishing quality as the cornerstone of the Indian brand.
2. Agriculture and Food Production: Highlighting substantial government subsidies—such as providing bags of urea locally at ₹300 against a global cost of ₹3,000—the Prime Minister urged farmers to expand chemical-free farming and access opening international export markets for food processing and agriculture.
3. Technology and Innovation: Setting an ambitious target to lead in next-generation communications, PM Modi declared the goal of taking Made-in-India 6G technology globally. To support the domestic technology ecosystem, he announced an initiative to train 1 crore young people in Artificial Intelligence (AI) skills over the next year, alongside plans to establish five to eight additional semiconductor plants over the coming decade.
4. Gati Shakti and Infrastructure: Prioritising seamless connectivity, the address underscored high-speed rail, modernised ports, inland waterways, and multi-modal logistics networks. The Prime Minister noted that railway electrification had surged from 30% in 2015 to near-total completion today, alongside the introduction of India’s longest hydrogen-powered train.
5. Defence Power: Aiming to establish India as a global defence supplier, PM Modi highlighted that defence exports have increased 50-fold, reaching nearly 100 nations. Focus areas for the future include hypersonic defence systems, drone and counter-drone technologies, and the expansion of the Mission Sudarshan Chakra.
6. Green and Blue Economy: PM Modi outlined targets for nuclear energy to reach 100 GW capacity by 2047 under the SHANTI Act, supported by progress in Fast Breeder Reactor technology. Additionally, solar capacity has reached 160 GW, with over 50 lakh households benefiting from the PM Surya Ghar Muft Bijli Yojana. The Prime Minister also emphasised harnessing the blue economy across India’s extensive coastline.
7. Soft Power: The final stream focuses on deploying India’s cultural assets globally, including yoga, Ayurveda, cinema, gaming, and digital content creation through initiatives like the WAVES Summit and the Heal in India campaign.

Civil Defence and National Security

Addressing internal and external security, PM Modi stated that armed Naxalite and Maoist violence has been severely curtailed after four decades of conflict. However, warning against persistent subversion, he stressed the need to connect youth with mainstream nation-building. The Prime Minister also announced the establishment of a modern, vibrant civil defence network to prepare citizens for evolving contemporary security challenges.

Empowerment of Youth and Women

Highlighting the pivotal role of women in the rural economy, the Prime Minister confirmed that the initial target of creating 3 crore Lakhpati Didis has been surpassed, setting a new target of 6 crore. He reiterated a call to all political parties to ensure 33% representation for women in State Legislative Assemblies and the Lok Sabha.

For the nation’s youth, alongside the AI training initiative, PM Modi announced a nationwide talent-hunt campaign targeting children aged 5 to 15 across villages and cities. This program will offer specialised coaching and sports science support to build competitive teams as India prepares to host the 2030 Commonwealth Games and bids for the 2036 Olympic Games.
