UAE Unveils AI-Based System To Handle Work Permit Applications
The Ministry of Human Resources and Emiratisation (MoHRE) has launched an artificial intelligence-based system, ‘Eye’, to automate the processing of work permit applications and reduce the need for human interventions, except in exceptional cases.
The AI-based system will use an AI agent to verify the applicant documents, including personal photos, passports, and academic certificates, and ensure accuracy and authenticity. The AI system accelerates approval and minimises human error by analysing and cross-checking information automatically and streamlining the administrative procedures.
MoHRE launched the system during Gitex Global 2025, describing it as a major step in the application of AI to government services.

Currently, the MoHRE issues 13 types of work permits depending on the nature of employment. These permits are legal requirements for anyone seeking to work in the UAE. According to the UAE labour law, it is illegal to work in the UAE without a valid work permit issued by the MoHRE. Similarly, employers must obtain the necessary permit to recruit anyone.
Applicants must submit documents, including a passport with at least six months’ validity, passport-sized photographs, an entry permit, a copy of the employment contract, and attested educational certificates, if needed. Medical screening, company documents from the employer, such as a valid trade licence and establishment card, must be submitted.
By integrating AI into this process, MoHRE aims to make document verification and permit issuance faster, accurate, and more efficient, in pursuit of the UAE’s wider push for smart governance.
Notably, Abu Dhabi has also unveiled the world’s first AutoGov function with the TAMM at Gitex Global 2025.
