The new guidelines issued by the higher education ministry for coaching centres puts some conditions and requirements for establishing coaching centres in India. Coaching centers should apply for registration with the local authority after implementing these guidelines. For coaching centers with multiple branches, each would be treated separately and should submit a separate application for registration. The concerned authority then either grants a registration certificate or informs the refusal order after providing a chance for a reasonable hearing. The registration validity would be decided by the appropriate government. The appropriate government authority shall create a web portal to facilitate the registration of the Coaching Centre.
There are some conditions for the registrations of the coaching centers and one of the notable condition for the center is that it should not enroll students below 16 years of age and the enrolment should strictly be after secondary school examination. The coaching centers should not have tutors without a minimum graduation degree and should not hire any tutor who has been convicted of any offence, especially moral turpitude. It should not make misleading promises or guarantee a good grade or mark. The other condition is that it must have a counselling mechanism for student’s mental health.
In addition to these conditions, the centers should have updated details regarding the qualification of tutors, courses, curriculum, duration of completion, hostel facilities (if any), and the fees being charged on the center’s website.
During the registration, the proprietor of the coaching centres should attach documents stating that he would only use ‘registered coaching center’ and shall not use the words ‘recognized’ or ‘approved’ in any communication. Information about the qualifications of the tutors, the table of the coaching class, the fee charged and general information should also be submitted. The applicant should also state that the tutors are not convicted for any offence involving moral turpitude. The applicant should also submit a document stating that he or she shall abide by the terms and conditions.
Finally, the application for application for renewal of the registration shall be accompanied by a copy of the statement of accounts audited by the Chartered Accountant.
