Kerala Receives 'Zero Funds' Under Samagra Shiksha Scheme Last Year, Says John Brittas
Dr. John Brittas, Rajya Sabha MP from Kerala raised the issue of biasness in fund allocation under the ‘Samagra Shiksha Scheme (SSS)’. The SSS is an Indian government initiative for school education from pre-school to class XII.
Brittas has shared the data released by the Parliament regarding SSS fund allocation to the states and mentioned that Kerala has not received anything out of the Rs 37,000 Cr allocated to the scheme.
Kerala received zero funds from the ₹37,000 Cr Samagra Shiksha scheme last year—so did TN & WB. Meanwhile, UP got ₹4,487 Cr. Govt’s own data in Rajya Sabha exposes this bias. pic.twitter.com/mVVjlhyL2X

The CPIM leader also mentioned that apart from the Kerala, other states including Tamil Nadu and West Bengal were not allocated any fund in 2024-25 under the given scheme. Brittas shared the reply from the Parliament which shows that the said states received ‘Zero’ payments under the scheme.
Whereas states such as Uttar Pradesh, Madhya Pradesh, Bihar, Maharashtra received highest payments.
Under the SSS, the centre is supposed to provide 60% of the financial burden and states 40%. It aims to upgrade at least 14,500 government schools into exempler institutions in accordance with the NEP 2020. States have to confirm by signing a Memorandum of Understanding (MoU) with the Education Ministry.
However, States, including, Tamil Nadu, Kerala, West Bengal and Punjab are yet to sign the MoU with the centre.
Notably, a tussle is goingon between centre and states over the implementation of three language formula, where centre has blocked the allocation of funds under the educational schemes over the implementation of National Education Policy (NEP) and its three language clause.
