Concerns are being raised among civil society and human rights organisations over the sudden disappearance of human rights activist and lawyer Ebo Mili since Monday, May 26 around 6.20 PM.

Known for his anti-dam activism, Ebo Mili serves as a legal advisor to the Siang Indigenous Farmers Forum (SIFF) and was at the forefront of the protest against contentious Siang Upper Multipurpose Project (SUMP) in Arunachal Pradesh.

The protest held on May 23, Friday, at the project site at Beging, saw the participation of nearly 400 individuals. The protest was against the state government’s deployment of Central Armed Police Forces (CAPF) in Siang and Upper Siang districts to facilitate the pre-feasibility report (PFR) survey for the dam project – SUMP.

As per the reports, Mili, along with a group of 80 to 90 people under the banner of the SIFF, led the protest peacefully, though they were allegedly challenging a public assembly ban order imposed just a day prior by the district administration.

However, on Monday, May 26, Siang Deputy Commissioner PN Thungon lodged a formal police complaint against Mili for allegedly violating Section 144 during the protest.

The complaint, filed at Boleng police station, applied sections 135, 191, and 324 of the Bharatiya Nyaya Sanhita and sections 3 and 4 of the Prevention of Damage to Public Property Act, 1984.

A staunch critic of Arunachal Pradesh government’s hydropower policies, Mili has encountered detention twice in the past. Though he encountered state action before, his disappearance has created fear among activists and civil society groups.

The Siang Police have denied that Mili is in their custody.

Villagers from the Siang, Upper Siang, and West Siang districts of central Arunachal Pradesh are protesting against the proposed 11,000 MW hydroelectric project titled SUMP, citing ecological concerns, displacement, and loss of homes and agricultural lands.
