"Land for All, Records For Every Land": Kerala's Digital Land Governance Marches Ahead With 'Ente Bhoomi'

The Kerala government has launched Ente Bhoomi’, a unified digital platform that integrates all land-related services under a single interface.

Officially known as the Integrated Land Information Management System (ILIMS), Ente Bhoomi is set to redefine land governance in India through its focus on transparency, efficiency, and citizen-centric service delivery.

Envisioned as a one-stop solution for all land transactions, the platform streamlines the entire land registration process from application to mutation, tax payment, and map updates, eliminating long-standing bureaucratic delays and compliance hurdles.

Ente Bhoomi is Kerala’s flagship digital land governance platform,” said Sambasiva Rao, Director of the Survey and Land Records Department.

It brings together services such as land transactions, survey maps, encumbrance certificates, tax payments, and location sketches, ensuring real-time updates and inter-departmental integration,” he added. 

By bridging the digital divide, the system enhances last-mile service delivery, especially in rural areas. All departments involved in land administration, including registration, revenue, and survey, are now part of a seamless digital workflow, allowing real-time tracking and automatic updates of the Land Parcel Map (LPM) following any sale or land transfer.

The land transaction process begins when a buyer or seller applies for the certificate and a pre-mutation sketch through the Ente Bhoomi portal.

These are uploaded by the respective village office and survey department. The landowner then accesses a pre-filled transaction deed template on the portal, which auto-fills land details and allows the inclusion of any special conditions.

Once submitted, the registration department processes the application. Upon completion, the system automatically initiates mutation and updates the Land Parcel Map (LPM), pushing relevant documents to the village and survey offices. Land tax payment can also be completed online, making the entire workflow paperless and efficient.

The success of the pilot implementation at Ujar Ulvar village in Kasaragod has led the state to expand the platform’s reach.

The government has announced that at least one digitally surveyed village from each district will be brought onto the portal within a month. Currently, details from around 300 digitally surveyed villages are available on the platform. A statewide digital survey is underway to bring all remaining villages into the system in phases.

As part of its mission statement, Land for all, records for every land, all services smart”the Government of Kerala has made remarkable progress through its Ente Bhoomi digital land survey initiative.

Under this ambitious project, surveys have already been completed across 212 villages, covering 4.8 lakh hectares of land and 35.2 lakh land parcels.

The Ente Bhoomi portal, officially known as the Integrated Land Information Management System (ILIMS), is India’s first comprehensive digital land information system.

Even globally, only a handful of technologically advanced countries have achieved such integrated and end-to-end digital land management systems. 

Kerala’s pioneering efforts have attracted the attention of several other states and union territories. The state has already extended software and technical support to Assam, while delegations from Puducherry and Rajasthan have sought guidance to replicate the initiative in their regions. Online sessions and inter-state collaborations further reinforce Ente Bhoomis status as a national benchmark in digital land governance.
