Bharat Talent Pool, Karmayogi Course, National Training Week, Civil Service Exams Review; What To Expect From Modi 3.0

In the first 100 days of ‘Modi 3.0’, should the Bharatiya Janata Party (BJP) secure victory in the Lok Sabha Election 2024, a comprehensive overhaul of the bureaucratic system is slated to take place, government sources have told News18. This will include reevaluating the Civil Services Examination and its service and cadre allocation protocols to instituting innovative initiatives such as the ‘National Training Week’, where the Prime Minister himself will engage with trainees from various domains.

Central to these reforms is the establishment of a ‘Bharat Talent Pool’, aimed at facilitating placements based on performance metrics. Over 7 lakh government servants will undergo a transformative course dubbed ‘Serving Like a Karmayogi’. A systematic revamp of recruitment procedures, including the implementation of the Unfair Means Act to curb paper leaks, is slated for action within the first 100 days.

The government also aims to introduce competency mapping for filling positions up to a specified level. A review of career progression guidelines is also in the offing, aligning them closely with competency-based criteria.

A comprehensive review of the Civil Services Examination is also on the cards, including how services and cadres are allotted, sources said.

The government also plans to review the tenure policy for senior-level positions in the central government and rules for All-India services are part of the reform agenda. The foundation course post the Civil Services Examination held in 2023 could also be redesigned, sources said.

Beyond internal restructuring, a key introduction could be of the ‘National Training Week’ for civil servants where the Prime Minister could interact with the trainees across the spectrum. The ‘Serving like a Karmayogi’ and citizen-centric training for bureaucrats who need to interact with the general public are other highlights. This initiative includes disseminating a citizen-centricity toolkit to all states via the NITI Aayog.

The government is also planning to reform the recruitment exams across the board and have a coordinated annual recruitment calendar and standardisation of different stages of examination process. The government will also operationalise the Unfair Means Act for an effective check on paper-leaks, News18 reported.
