The central government has approved the ‘One Nation One Subscription’ (ONOS) scheme designed to support the research environment in India. Under the newly launched scheme, the scholars will be provided with access to high-impact scholarly research articles and journal publications all across the nation.
It aims to create an inclusive academic framework for research development in the country by democratization of knowledge. The scheme will be implemented over three years – 2025, 2026, and 2027 with a budget outlay of Rs 6,000. The Information and Library Network (INFLIBNET), an inter-university centre under the University Grant Commission (UGC) will oversee the scheme.

The ONOS initiative is built upon the existing government efforts to maximize the quality of education opportunities for researchers in India. It supplements the Anusandhan National Research Foundation (ANRF) initiative, that focuses on research and development.
Over 6,300 institutions, including the centre and state-managed higher educational institutions along with the central government research and development bodies will be covered by the ONOS scheme. Nearly 1.8 crore students, faculty members and researchers will get benefit through an easy access to the scholarly publications.
The scheme is designed to bridge the accessibility gap of academic resources for students and researchers in tier-2 and tier-3 cities, promoting interdisciplinary research.

The scheme aligns with the vision under the National Education Policy (NEP) 2020, the ANRF, and the Viksit Bharat@2047 vision.
A dedicated and unified portal, ‘One Nation One Subscription’ will serve as a centralized access point for institutions to access journals and research articles. The portal will be managed by the Department of Higher Education, The ANRF will periodically monitor the scheme’s usage and evaluate the contributions of Indian researchers to subscribed publications.
