Following the Supreme Court orders, the UP government has changed the system of reservation in PCS ‘J’ recruitment for women candidates. Now under the benefit of compartmental reservation i.e. horizontal reservation, the benefit of a 20-20 percent quota will be given to women candidates, in all the categories. Appointment and Personnel Department has informed the Uttar Pradesh Service Commission in this regard.

Till now women were getting the 20 percent quota benefits after combining all the classes. Under the new recruitment process, the Public Service Commission will give the benefit of compartmental reservation to women candidates.

Horizontal reservation has been determined in the vertical reservation in the state. As per the reservation policy, 40% of seats go to the Unreserved category, 10% to EWS, 21% seats to Scheduled Caste, 27% to Other Backward Classes, and 2% to Schedule Tribes.

Till now, horizontal reservation has been done by combining the reservation quota of all categories in PCS ‘J’ recruitment. Women were given the benefit of a total of 20 percent reservation.

In the Saurabh Yadav vs Government case, the Supreme Court has given the provision of compartmental reservation. Based on this decision of the Supreme Court implementation of a compartmental reservation system in PCS ‘J’ recruitment was discussed at the highest level.

Several phases of meetings were held under the chairmanship of the Chief Secretary and other high-level officers of the Public Service Commission. The system of compartmental reservation was agreed upon during the meeting and it was decided that it should be implemented in PCS ‘J’ recruitment. On this basis, under the horizontal reservation in all categories of that category, women will be given the benefit of 20 percent reservation.

Although the system of compartmental reservation is currently being implemented in PCS ‘J’ recruitment, it can be implemented in other recruitments in the future. It is to be seen whether a compartmental reservation system can be implemented in all recruitments or not.

How the reservation will be given under this system

In vertical reservation, a 40% quota for the unreserved category is fixed. Under the compartmental reservation system in Horizontal Reservation now 20 percent of women, five percent ex-servicemen, two percent of dependents of freedom fighters, and four percent disabled will get the benefits. Similarly, in Scheduled Caste, Scheduled Tribe, OBC, and EWS categories the benefit of horizontal reservation will be given.
