Government Approves Rs 1000 Crore Kerala High Court, Judicial City Project In Kalamassery

 Kochi, Kerala: The State Cabinet has approved the proposal for a new Kerala High Court building and Judicial City in Ernakulam’s suburb of Kalamassery. The state government would be acquiring 27 acres of land owned by HMT, which was arguably deemed to be the best place for the new judicial city. The project is estimated to cost over Rs 1000 crores.

Announcing the decision, Kerala Minister for Industries, Coir & Law P Rajeev on Wednesday, September 24, shared a Facebook post, noting that the Public Works Department has prepared a primary outline of the judicial city including the new Kerala High Court building.

The proposed three multi-storey towers have over 12 lakh square feet with 61 court halls, a registrar’s office, auditorium, rooms for various committees, administrative block, library block, arbitration center, recruitment cell, information center, Advocate General’s office, and chambers for advocates. The project also includes facilities for parking and rainwater harvesting.

In 2023, the Chief Minister had announced the decision to construct a new building for the High Court during the Chief Justice’s annual meeting. The details of the project were ironed out at the meeting after a delegation comprising then Kerala High Court Chief Justice AJ Desai and Justices Mohammed Mushtaq, Bechu Kurian Thomas, Raja Vijayaraghavan and Satheesh Nainan visited the site, said the Law Minister’s post.

Kalamassery is the constituency of Minister Rajeev, and also connected to several National Highways, the Seaport-Airport Road and the Kochi Metro Rail. There were complaints about the condition of the present High Court building, prompting the government to think about building a judicial city. The current High Court building area is prone to severe waterlogging and faces parking issues.

However, the Kerala High Court Advocates’ Association (KHCAA) has been opposing the proposal to move the High Court to Kalamassery.
