A former CIA officer who drugged, photographed, and sexually assaulted more than two dozen women was sentenced to 30 years on Wednesday.

Brian Jeffrey Raymond of La Mesa, California, pleaded guilty in November 2023 to one count of abusive sexual contact and other charges.

The prosecutors have said that the 48-year-old Raymond’s assault dates back to 2006. When tracked his career in Mexico, Peru, and other countries, his crime followed a similar pattern:

He would invite the women he met on Tinder or other dating apps to his government-leased apartment and drug them while serving wine and snacks. Once they are unconscious, he photographs their naked bodies after which he assaults them.

“When this predator was a government employee, he lured unsuspecting women to his government-leased housing and drugged them,” U.S. Attorney Matthew M. Graves said in a statement.

The court document revealed that most of the assault occurred while he was working in Mexico City, AP reports. The Mexican government and the city’s police force collaborated in the investigation.

Most of the victims only learned about the incident when they were shown pictures of them by the FBI afterward.

My body looks like a corpse on his bed,” one victim said of the photos. “Now I have these nightmares of seeing myself dead.”

The initial breakthrough of the crime occurred when neighbors saw a woman calling for help from the window of Raymond’s home. Later when authorities rescued her, she disclosed that Raymond had drugged and assaulted her. This incident led to further investigations, during which numerous other victims came forward with similar allegations.

In addition to his CIA service, Raymond’s last assignment was at the US Embassy in Mexico City, where he worked from August 2018 to May 2020. It was during this time, that his crime escalated which led to the eventual discovery of his misconduct.

When the FBI searched Raymond’s electronic device, they found a trove of explicit images and videos, some featuring unconscious and naked women. These provided irrefutable evidence of his crimes, including footage of 24 women who had been drugged. This led to FBI issuing a public appeal in October 2024, asking any additional victims to come forward.
