Amidst the rising attack of ships by Houthis in the Red Sea, former Vice-President of Afghanistan Amrullah Saleh claimed that ‘the Houthis will become one of the strongest insurance companies with no headquarters or bank account’ shortly.
By giving a detailed explanation of the Houthi strategy, Amrullah wrote on X, titling it ‘The Houthis and the future of Logistics’. Drawing lessons from Afghanistan, he wrote, “The conduct of Private Security Companies (PSCs) in Afghanistan remains a dark aspect till today.” The PSC is a business entity that provides armed or unarmed security services and expertise to clients in the private or public sectors.

“US/NATO countries outsourced many of their logistical operations to the PSCs and in turn the PSCs not so secretly paid tens of millions of dollars to the Taliban for safe passage. It became a vicious cycle of spiraling criminality without talk,” he further added.
During Barack Obama’s Presidency, post-2011, the overall strength of the PSO exceeded the strength of the Afghan National Army and the Afghan National Police combined. And thus the Afghan government had no oversight over their activities.
Amrullah said that after resigning in 2010, then President Karzai tried to bring them under control but failed. “The operation involved so much corruption and involved so many strong hands from contracting countries making it almost impossible for the downstream, Afghan government, to de-contaminate the criminal process,” he added.
Later the PSCs grew as a stronger lobby and pressure group had the capability to undermine the credibility, honor, and strength of the Afghan National Defense and Security Forces (ANDSF) by providing false narratives to contract-awarding governments.
“The PSCs also sponsored some of the anti-Karzai propaganda. Similarly, fragile parties in power in NATO countries used to pay bribes to the Taliban to buy security for their contingents to avoid bad news ahead of elections or just to give no reason for their opposition in their parliaments,” Amrullah alleged.
The former Vice president added that further details of the corruption with evidence will be revealed in a later stage.
He said in his post that the former story will explain the current scenario of the Red Sea and Bab-al-Mandeb strait.
Bab-al-Mandeb is a strait between Yemen on the Arabian Peninsula and Djibouti and Eritrea in the Horn of Africa. “Andrey Bezrukov, a Russian spy officer who lived under deep cover for 25 years in Canda and US, currently a professor in Moscow State University, gave a very interesting lecture circa five months ago”, he wrote
In the lecture, Andrey stated that shipping through the Red Sea will be threatened to force the insurance companies to either decline insuring certain ships and cargo or will have to agree to hefty secret payments to the Houthis for safe passage.
“In other words sooner or later the Houthis will become one of the strongest INSURANCE companies with no headquarters or bank account. Why not. There is a precedent”, Amrullah concluded.

Amrullah Saleh is an Afghan politician who served as the first vice president of Afghanistan from February 2020 to August 2021, and as acting interior minister from 2018 to 2019. He was the head of the National Directorate of Security from 2004 to 2010 and the Taliban “regarded Saleh as their fiercest opponent.”
