Tamil Nadu: Street vendors, often regarded as poor or middle class, are sometimes escaped from the taxes while covertly earning big. One such vendor in Tamil Nadu was surprisingly served a GST notice after the authorities discovered huge online payment, which crossed a whopping Rs 40 lakh in a year.
The payments were carried out from UPI platforms such as PhonePe and Razorpay, and the authorities depended on the records of those transactions to serve the GST notice to the vendor.
The summon dated December 17 last year was issued under the provisions of section 70 of the Tamil Nadu Goods and Service Tax Act and Central GST Act, asking the vendor to appear and produce documents. The summon reportedly highlighted that it received reports from RazorPay and Phonepe that the vendor has received UPI payments for outward supply of goods/services and explained the payment details.

The notice also underscored that supplying goods and services without obtaining GST registration even after crossing the threshold limit is an offence. The incident has sparked online debates, with many pointing out the booming informal economy asking to make them undergo strict scrutiny. Several have raised their voice in favour of the small vendors, noting the small margin of profits the majority of them are earning.
The transactions of the small businesses are often overlooked, which has brought to the attention of the officials the scrutiny of the Pani Puri vendor, who usurpingly finds the huge earnings.

The GST notice to the street vendor has ignited discussions on social media platforms as many have called for updated taxation policies for the vendors involved in UPI transactions. A chartered accountant, CA Chirag Chauhan, noted that small businesses should track their receipts. “Often, they accept UPI payments but fail to maintain proper accounting records. As a result, they might not realize their turnover has exceeded 20 lakhs, which is the basic limit for GST registration,” the user wrote on X.

Some have praised the authorities for tracking the small vendors’ UPI transactions, while others pointed out that the reason for many street vendors still not accepting payment through online mode could be this.
