Bihar Education Minister Sunil Kumar announced a new transfer and posting policy for government school teachers in the state. It prioritizes those with serious illnesses and disabilities. From now onwards, all transfer applications will be accepted online only.
According to the education minister, the new transfer policy will bring uniformity to teacher transfers and postings in Bihar’s government schools. This will relieve teachers and help improve the quality of education.
The education minister said, “Teachers who are seriously ill, handicapped, widowed, divorced, living alone, or in a husband-wife teacher pair will get preference during transfers”.
Also, the number of female teachers in any school should not exceed 70.
Teachers will be transferred every five years of their posting. The department will give teachers 10 options to prefer posting locations ensuring placements in the nearest subdivision or district.

The new policy also includes the transfer and posting of more than 1.80 lakh teachers who passed competency tests across the state.
The policy is not applicable to teachers appointed by the local municipal bodies who have not passed the competency test, an exam for educators employed by local bodies in Bihar who who want to work as government school teachers.
“It will only be applicable to teachers selected through BPSC (Bihar Public Service Commission), government teachers and those who have passed mandatory tests,” education minister said.
A panel formed by the ministry will also look into the complaints over transfer at the district level.
