The Union Cabinet has approved setting up a National Centre of Excellence (NCoE) for Animation, Visual Effects, Gaming, Comics, and Extended Reality (AVGC-XR) in Mumbai. It is modeled after the prestigious technology and management institutes of India.
The NCoE will operate as a section 8 company under the Companies Act, 2013.
Named the Indian Institute for Immersive Creators (IIIC), this hub is set to transform the AVGC sector and drive innovation in immersive technologies. It aims to enhance India’s soft power while attracting foreign investments in the media and entertainment sector.
It will offer state-of-the-art infrastructure and technology. This will provide specialized training in immersive technologies, including Virtual Reality (VR), Augmented Reality (AR), Mixed Reality (MR), and 3D modeling and animation.

The NCoE expects to drive growth in India’s AVGC sector which has already shown immense potential through cinema in RRR, Baahubali and Avatar.
The centre also aims to generate employment by targeting nearly 5 lakh jobs. This will create a strong talent pool and significant opportunities for employment and innovation. The NCoE will provide hands-on learning, access to internships, mentorships and career pathways for aspiring creators and startups.
The centre of excellence will create an ecosystem for partnership between governments, academia and industry. This will stimulate research, development and innovation in immersive technologies.
The initiative represents significant development in India’s animation, visual effects, gaming, comics and immersive technologies sectors.
