
NEET PG 2025 Supreme Court Hearing On May 20; Addresses Issue Of 2-Shift Exam And Transparency
The Supreme Court has scheduled to hear NEET PG 2025 petitions seeking measures to ensure increased transparency in NEET-PG exams and the issue of the normalization of marks in two shifts. Also, the petition concerning NEET PG 2024, involving a lack of transparency and a change of exam format just one month before, has been listed for May 20, 2025.
NEET PG 2024 plea stated that the exam was converted into a two-session examination with different papers for each session, which is against the National Board of Education (NBE)’s guidelines of having one common exam. It also raises questions on the issue of non-disclosure of exam question answers, stating that since none of the documents allow a student to check their performance are supplied by the respondents.

The plea mentions the difference in score cards and marks expected by the candidates. Also, there is no redressal of the above, and unfettered power has been vested in the authority to hold the examination without checks and balances.
Also, a normalisation of scores, based on system used in AIIMS, was introduced to calculate scores obtained by candidates in Session 1 and Session 2 and for tie breaking, counted to the 7th decimal. The petition calls the normalisation completely arbitrary as it creates two classes of candidates without any reasonable nexus.
The plea mentions that the normalization procedure has completely altered the ranks expected by the students.
On a similar, aspect, United Doctors’ Front (UDF) and other doctors’ groups have sought Supreme Court Intervention in the NEET PG 2025 exam matter to look into the 2-shift exam and normalization procedure. The plea argues to demand a single shift exam, calling the 2-shift as arbitrary, non-transparent, and discriminatory. Two different shifts have two different question papers, two different cut-offs, and two levels of competition in a single exam. However, the single shift exam creates a level playing field for every student.

On this matter, the Supreme Court sought responses from NBEMS, NMC, and the government on the 2-shift exam format.
