The Ministry of Education’s Department of Higher Education in India introduced the new “Guidelines for Registration and Regulation for Coaching Center 2024”.
These guidelines introduced by the government address the growing concerns to unregulated private coaching centers in the country. The primary objective is to provide guidelines for the regulations of the coaching center for better guidance and assistance to the students in any study program, competitive examinations, or academic support.
The criteria mentioned in the guidelines include governing fees, study hours, penalties, and minimum area requirements for coaching centers.
As per the new fee structure instructions provided by the government, the tuition fees charged for different curricula and courses should be fair and reasonable, with detailed receipts provided to the students.
The coaching centers must provide a prospectus mentioning different courses or curricula they provide, including their duration of completion, number of classes, lectures, tutorials, fees charged, easy exit policy, fee refund, etc. If the centers provide any hostel facilities, it should also be included in the prospectus.
The prospectus should be displayed at a prominent and accessible place on the premises of the building.
In case of mid-course withdrawal, a pro-rata refund is mandated to be given within 10 days. If the student has stayed in the hostel, then the hostel fees and mess fees, etc. shall also be refunded.
Any increase in the fee during the course duration is strictly prohibited. This applies to both the course fees and hostel- charges.
There has been an increase in issues to private coaching centers including exorbitant fees, student stress leading to suicides, and various malpractices, reported widely across the country. To tackle such instances, after discussions and debates, the government took the initiative to provide proper guidelines to coaching centers.
