The University Grants Commission (UGC) released a set of guidelines for institutional development plans to support academic, research and teaching excellence for the Higher Education Institutions (HEIs). The UGC guidelines serves as a guiding light to evolve and excel within this dynamic educational framework.
The commission directed to make a strategic developmental plan with the joint participation from board members, institutional leaders, faculties, students and staff. The Institutional Development Plan will be prepared with a 15-year vision to advocate a multi-disciplinary integration of subjects and enable vocational education, training and skilling.

“Acknowledging the diverse challenges and immense opportunities within India”s higher education sector, these guidelines present a strategic roadmap tailored to empower HEIs. Whether it”s elevating academic standards, fostering research excellence, championing inclusivity, or embracing technological advancements, this resource aims to equip institutions with the requisite tools to navigate the evolving landscape effectively”, says M. Jagdesh Kumar, Chairman, UGC.
The institutional development plan is in accordance with the National Education Policy (NEP) 2020 which recognises the importance of such plans and recommend that each institution will have it with joint participation. “To enable the higher educational institutions to undertake the academic and professional excellence journey in pursuance of the goals set in line with the vision of NEP 2020, UGC has developed guidelines for HEls to develop their own Institutional Development Plans to aim the goals set out in the NEP 2020,” says the official notification from UGC.
As per the guidelines, the HEIs are expected to follow objectives including, identification of strategic goals, purpose, vision of academic institutions. Identify tactics for resource allocation, prioritise initiatives, outlining the detailed plan with specific timelines, execution and monitoring procedure and make provision for the review, evaluation and reporting of progress.
