In response to the question raised in Lok Sabha regarding the Bharat series vehicle registration, Minister of Road Transport and Highways, Ghiridhari Yadav said that the BH series has been implemented to promote ease of transfer of vehicles of the citizens on relocation to other states.
The Bharat series number plates were introduced by the Ministry of Road Transport and Highways on 28 August 2021, to ease the mobility of vehicles. And the registration had begun on 15 September 2021.

The MP in his question to the department asked whether the Aadhar card is relevant for the registration of vehicles under the Bharat series. The ministry replied that, as per the Central Motor Vehicles Rules, the applicant must produce any relevant document including an Aadhar card, Electoral roll, passport, etc to verify the age and address of the applicant for verification.
MP further enquired about the registration in four states for personnel with transferable jobs, the ministry said that the BH series can be acquired for the citizens working in Government offices and citizens working in private organizations with offices in four or more states or union territories.

Responding to the queries on making the registration-optional under the Bharat series by abolishing the conditions prescribed for registration, the minister said that no such proposal is under consideration.
The Government of India introduced the Bharat series number plate to bring uniformity to the vehicle registration process across the country. Notably, the owners possessing vehicles don’t have the obligations to transfer their vehicle registration if they relocate from one state to another.
