New Delhi: The unemployment rate for youth in India is lower than global level, Minister of State for Labour Shobha Karandlaje has informed Lok Sabha on December 2, Monday. It was in response to questions raised by YSRCP MP PV Midhun Reddy, the government gave this written reply. Reddy posed this question citing International Labour Organisation’s (ILO) India Employment Report 2024, which states that 83% of youth are unemployed in the country.

The Minister said that the official data pertaining to unemployment level in India is currently taken on the basis of Periodic Labour Force Survey (PLFS) conducted by the Ministry of Statistics and Programme Implementation (MoSPI).
“As per the latest available Annual PLFS reports, the estimated Unemployment Rate (UR) on usual status for youth of age 15-29 years in the country has decreased from 17.8% in 2017-18 to 10.2% in 2023-24 which is lower than the global unemployment rate of youth of 13.3 per cent,” Minister said. As per ILO’s World Employment and Social Outlook Trends, 2024, in 2023, the youth unemployment rate was 13.3% worldwide.
Adding further, the Minister stated that as per India Employment Report 2024 brought out by the ILO’s Institute for Human Development (IHD), the share of unemployed youth in total youth population has declined from 7% in 2019 to 5% in 2022. The report also added that out of the total youth population (15-29 years), 37% were employed, 35% were students, 22% were in domestic duties, and only 5% were unemployed during 2022.

When ILO published the India Employment Report 2024 on March 26, the government had expressed doubts over the reliability of data. The report has also been denounced for ignoring international mobility as well as gig and platform workers data. Further, the Centre has been stressing that PLFS have better data on the unemployment situation in India. As per the reports, The government reportedly reached out to senior ILO officials and extended dissatisfaction over their findings.
