The Supreme Court criticized the Kerala Public Service Commission (KPSC) for inconsistency in the Lower Division Clerk (LDC) which impacted the hopes and aspirations of nearly 1200 aspirants appearing for the recruitment exam. The bench comprising Justice PS Narasimha and Sanjay Kumar expressed displeasure over the KPSC’s varying stand regarding the essential qualification for the LDC posts.
Earlier, the KPSC was not considering the Diploma in Computer Application (DCA) as a qualification for appointment to the subject-related posts, however later changed its stand and notified that the DCA certificate holder would become eligible.
The court observed that the Public Service Commission’s stand must be consistent while dealing with the careers of a large number of candidates. The court directed the commission to be cautious about arbitrary decision-making without application of mind.

KPSC released the recruitment to fill the LDC positions in Kerala Water Authority and the DCA certificate was not an essential criterion for selection. However, the selection list included the DCA candidates. The list was challenged by the candidates citing the impacts of the decision on their selection.
An appeal was filed by the aggrieved candidates in the Kerala High Court, which directed KPSC to recast and rework the ranking list as the commission is not permitted to alter its stand. Later, the appeals were filed in the Supreme Court, which reaffirmed the High Court’s decision and directed KPSC to maintain consistency in its decision-making process.
Also, KPSC has come under fire over the reports of repetition of questions in two recent examinations conducted by the commission. Nearly, 7 questions were found same in the LDC exam held on Oct 5 and Fish Fed Office Attendant Main Exam held on Oct 8. The repetition of questions has raised concern among candidates who appeared for both exams.
