Taking a big step to ensure the development and welfare schemes the Ministry of Panchayat Raj has conceptualized a sub-scheme under Rashtriya Gram Swaraj Abhiyan (RGSA). Under this scheme, the ministry will fund Long-Term Domestic Training Programs up to 1-year duration for the regular Officials of the Panchayati Raj (PR) Department as well as PRIs.

Under this new initiative, Panchayati Raj employees will study or get trained in the ‘Institutions of Excellence’ and other Institutes of National Repute such as IIT and IIM. It aims to upgrade knowledge in relevant areas of rural development and Panchayati Raj. This aligns with the objectives of the Rashtriya Gram Swaraj Abhiyan (RGSA) to strengthen grassroots governance, promote effective leadership, and ensure sustainable rural development.

The scheme shall apply to only those states where the PRI system is functional. As per the ministry’s information, the maximum number of candidates sponsored under the sub-scheme in a year shall be 5 in the Union Territory and State of Goa, 10 in NE or Hilly States, and 20 in other states.

Apart from general government training, Panchayati Raj department employees will be taught rural development, leadership skills, digital literacy, and other related subjects at reputed institutes. For this, the central government will spend up to Rs 10 lakh per candidate. This is likely to be the first time such an initiative is being implemented.

This Scheme for Funding of Long Term Domestic Training Programs for upto One year is applicable for Admissions in regular programs in either of the following category of Institutions, appearing in the Rankings of the National Institutional Ranking Framework (NIRF) of the year preceding the Academic Year for which application is made, shall be eligible for sponsorship:

  1. Top50 Institutions/Universities under “Top Overall Category”
  2. Top 25 Institutions under “Top Management Category”
  3. Top 25 Universities/Institutes under “Top Law Category”
  4. Top 25 Universities/Institutes under “Top Agriculture & Allied Sectors Category”

The government has prescribed seven categories for a one-year study, including

  • Rural Development/Rural Management
  • Social Work Social Planning
  • Localization of Sustainable Development Goals
  • Leadership and Communication
  • Digital Transformation and ICT
  • Panchayat Development Planning
  • Project Management.
