Many international markets, especially in GCC countries allows multiple sale periods. Qatar has now aligned with this practice ensuring its retail sector remains globally active and attracts more to investors. By updating new regulation, the Ministry of Commerce and Industry (MoCI) in Qatar has announced that the retail establishments to apply for multiple discounts sales period throughout the year.

Under the new regulation, business can now request licenses for general and special discounts for several periods during a single year. This change is part of Decision No. (4) of 2025, signed by Minister Sheikh Faisal bin Thani bin Faisal Al Thani, which amends certain provisions of Ministerial Decision No. (311) of 2018 concerning reduced-price sales.

However, the department will determine the duration of each license it issues, in accordance with what it deems to be the best interest of the consumer.

By initiating the new move, the government aims to enhance market flexibility and provide consumers with more frequent opportunities to benefit from promotional offers. Retailers interested in applying for discount licenses can do so through MOCI’s official portal.

The decision will come into effect the day following its publication in the official gazette.

Under the previous regulations, Ministerial Decision No. 311 of 2018, Qatar’s Ministry of Economy and Commerce established specific guidelines for conducting sales at reduced prices. This decision categorized discounts into two main types.

Under Decision No. 311 of 2018, businesses were limited in the number of discounted sales periods they could hold annually, and each required a separate license. The recent amendment, Ministerial Decision No. 4 of 2025, modifies these provisions to allow businesses to apply for multiple discounted sales periods.
