A joint team of officers visited six seaports in Gujarat which included the Adani Tuna Terminal, seeking to know the actions taken against more than 20 seaport immigration check posts (ICP) that are running in violation of rules along with implications to national security. The issue of the officers visiting the seaports was raised in the Parliamentary Standing Committee on Home Affairs by the Union Home Ministry.
The details of the issue are mentioned in a report which was presented in Rajya Sabha on Thursday that titled “Action taken by government on the recommendation/observations contained in the 242nd report of the committee on demands for grants (202324) of MHA”.
A report was tabled in the Upper House in March seeking the obstacles in the effective functioning of seaport ICPs. In the new report, the parliamentary panel has agreed with the Ministry that the non-notified ICP might be entry points for unregulated passengers or crews that may cause serious security hazards for national security.
The Centre and Gujarat State Home Department and local police has visited 6 non designated sea ports namely Hazira, Dahej, Pipavav, Sikka, Navlakhi and Adani Tuna Terminal. The Union Home Ministry also informed the Parliamentary panel that a committee has been put forth to prepare a model FIR for registering cases to narcotics, claiming to strengthen the investigation and persecution’s procedure is such cases. The format of the FIR is alleged to be different from the ones used for all crimes.
The said committee has been formed by Bureau of Police Research and Development in collaboration with Narcotics Control Bureau. The Union Home Ministry also said that National Forensic Science University (NFSU) has developed a prototype of digital kit (Narcotics Drugs and Psychotropic Substances – NDPS – detection kit) for testing out the narcotics when they are seized.
