Ladakh Becomes Fully Literate UT Under Centrally Sponsored ULLAS Scheme

Ladakh has achieved a 97% literacy rate making it a fully “functional literate’ Union Territory.  The Lieutenant Governor of Ladakh, BD Mishra, stated the accomplishment as an indication of the dedication of the administration to get the foundational literacy & numeracy (FLN), a term that includes fundamental abilities in reading, writing, and mathematics.

The announcement was by the governor during an event at Sindhu Sanskritik Kendra (SSK), Leh. During the event, the neo-literate and volunteer teachers were facilitated and the Annual Achievement Report 2023 of the school department was also launched.

The governor asked students to go and create opportunities and lauded PM Narendra Modi for National Education Policy (NEP) 2020, to foster national progress. The achievement shows Ladakh’s commitment to empowering its citizens via foundational literacy numeracy and life skills for all.

Reportedly, ULLAS – Nav Bharat Saaksharta scheme implementation helped to achieve the breakthrough in the administrative unit. ULLAS envisions a literate Bharat – Jan Jan Saakshar, to foster a sense of civic duty driven by volunteerism. The scheme is also known as the New India Literacy Programme (NILP), which is a centrally sponsored initiative started in 2022 till 2027. The scheme aligns with the NEP 2020 and aims to empower adults from every background, aged 15 and above who missed formal schooling, and to integrate them into society to enhance national development.

The program comprises 5 key components including

  • Foundational Literacy and Numeracy
  • Critical Life Skills
  • Basic Education
  • Vocational Skills
  • Continuing Education

So far, the scheme has benefitted 77 lakh individuals supported by the ULLAS Mobile App that caters 1.29 crore learners and 35 lakh volunteer teachers.

Sanjay Kumar, secretary of the Department of School Education and Literacy, Ministry of Education, commended Ladakh on the breakthrough in education. He also affirmed the Ministry of Education’s support to enhance the region’s education system.

Education Minister Dharmendra Pradhan congratulated the UT for the achievement via ‘X’.
