UGC Releases List Of Universities Without Ombudsperson

The University Grants Commission (UGC) has released a list naming 63 universities yet to appoint Ombudsperson(s) as mandated under the UGC (Redressal of Grievances of Students) Regulations, 2023.

The UGC notification has come in response to the updates received from the Higher Education Institutions (HEIs) regarding the appointment of Ombudspersons. According to the notification, the list of the institutions updated on July 1, 2024, is in line with the UGC Regulations, 2023 regarding the appointment of the Ombudspersons in the institutions.

Under these 63 institutions, 46 are state universities, 6 are private universities and 11 are deemed universities that have yet to appoint Ombudsperson(s). Earlier, the list included a total of 108 state universities, 47 private universities, and two deemed universities. The UGC has urged the defaulting universities to appoint an Ombudsperson(s) as per the regulation and to inform the UGC about the development.

As per the UGC guidelines, Ombudsperson (s) appointments apply to all higher educational institutions established or incorporated under a central or state act and every institution recognized by the UGC. The aim is to provide oppotunities fro redressal of certian grievances of students already enrolled in institutions as well as those who seek admission to these institutions.

Every university will appoint ombudsperson for redressal of grievances of students affiliated with the university under the regulations. As per the guidelines, the Ombudsperson will be retired VC or a retired Professor with a 10 years experience or a former district judge. The Ombudsperson will be appointed for a period of three years or until the age of 70 years.

An insitituion will furnish, on its website, and in its prospects information with regard to the Student’s grivenances mechanism and the obdudsperson for the purpose of appeals.
