The Indian government is considering a proposal for a tourist circuit highlighting the historic Indus Valley Civilization (IVC) sites, including Dholavira, Lothal, Surkotada, Rakhigarhi, Kalibangan, and smaller sites like Mithathal and Tigrana. However, the development and promotion of these sites remain primarily the responsibility of State Governments and Union Territory Administrations, as stated by Tourism Minister Gajendra Singh Shekhawat in the Rajya Sabha.

The Ministry of Tourism supports tourism infrastructure development through schemes like Swadesh Darshan (SD), the Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD), and the Assistance to Central Agencies for Tourism Infrastructure Development. These schemes provide financial aid to state governments, including Gujarat, where several major Indus Valley sites are located. However, the Minister clarified that reviewing and approving projects under these schemes is an ongoing process, subject to guidelines and procedural requirements.

Although the timeline and specifics of the proposed tourist circuit remain unclear, the Ministry promotes heritage tourism through the Incredible India digital platform. This revamped digital repository features high-quality images, brochures, newsletters, and promotional materials to attract domestic and international tourists to heritage destinations. The Ministry also organises events, supports state fairs and festivals, and collaborates with stakeholders to enhance awareness of India’s archaeological treasures.

Ensuring the preservation of these historically significant sites is a key concern. The Archaeological Survey of India (ASI) has undertaken measures to safeguard and maintain the integrity of protected monuments, including major IVC sites like Dholavira and Lothal. ASI carries out conservation efforts as per its annual works programme, reinforcing the commitment to heritage preservation while promoting tourism.
