New Delhi: Madhya Pradesh, Himachal Pradesh, Kerala and Maharashtra are the States reported the highest number of deaths in hydro-meteorological disasters during 2024-25, Lok Sabha was informed on Tuesday.

The data is provided by Minister of State for Home Affairs Nityanand Rai in response to a question filed by Lok Sabha members Selvaraj V and Subbarayan K. As per the data, 373 people died in Madhya Pradesh, 358 in Himachal Pradesh, 322 in Kerala and 203 in Maharashtra. Besides, the list also carried the loss of cattles, damages incurred to number of houses and crop area affected due to the disasters.

Rai then informed the Lower House about the State-wise details of allocation and releases of funds under State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF) during the year 2024-25.

“As per the National Policy on Disaster Management (NPDM), the primary responsibility for disaster management, including disbursal of relief assistance on ground level, rests with the State Governments concerned,” Minister has said.

Following natural calamities, the State governments handles relief measures from the SDRF which is available at their hand, in agreement with Government of India approved items and norms. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support, Minister added.

“Additional financial assistance is provided from the National Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster of ‘severe nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT),” Minister said.

Adding further, Minister informed that as on November 27, 2024 a total of 12 IMCTs have been constituted for States such as Assam, Andhra Pradesh, Mizoram, Kerala, Nagaland, Tripura, Gujarat, Telangana, West Bengal, Bihar, Himachal Pradesh and Odisha for on-the-spot assessment of damages caused due to natural calamities in the current year.  As per the established procedure, the reports of IMCT are considered by the Central Government.
