The G20 Digital Economy Ministers have placed their focus on three key areas: Digital Public Infrastructure, Cybersecurity, and Digital Skills. India”s initiative to open its open-source digital public infrastructure (DPI), including technologies like Unified Payment Interface (UPI), Aadhaar, CoWin, and Digilocker, to other countries holds promising prospects for Indian startups and IT firms. The government is set to authorise these startups and technology companies to integrate DPI solutions in foreign nations, potentially creating new revenue streams.
Minister of State for Electronics and IT, Rajeev Chandrasekhar, announced that India has signed eight memorandums of understanding (MoUs) with countries such as Armenia, Sierra Leone, Suriname, Antigua, Barbados, Trinidad and Tobago, Papua New Guinea, and Mauritius. Under these agreements, India offers its India stack and DPI at no cost, with open-source access.
Chandrasekhar highlighted the opportunity for these nations to adopt and leverage these resources within their borders, fostering the development of their unique innovation ecosystems. DPIs are recognised as a powerful mechanism for inclusion, particularly in countries in the global south. It is expected that these countries will initiate a request for proposal (RFP) process to implement India”s DPI, with Indian startups and system integrators participating.
While the government provides these solutions for free, the companies responsible for implementation can explore potential revenue by managing and integrating the infrastructure. The government plans to establish a mechanism to authorise certain companies and provide open-source codes for digital public infrastructure.
Chandrasekhar emphasised the global consensus reached on DPIs, outlining their defined framework and principles. He highlighted India as a case study that effectively employed technological tools for progress and growth. Additionally, G20 nations explored discussions on financing the development of DPIs in the global south. As India prepares to host the G20 summit from September 9-10 in New Delhi, the focus remains on advancing digital public infrastructure, strengthening cybersecurity, and enhancing digital skills.
