CBSE To Bar 'Dummy' School Students From Board Exams

New Delhi: As part of an ongoing crackdown on dummy schools, the Central Board of Secondary Education (CBSE) is planning not to allow students who are not attending regular schools to appear for the board exams. The education board suggested that it is the responsibility of parents to bear the consequences of taking admissions in dummy schools, according to a report by news agency PIT citing officials.

Reportedly, the board is planning to amend the examination bye-laws to disallow such students from appearing in the board exams and they will have to take the National Institute of Open Schooling (NIOS) test. Many students preparing for engineering and entrance exams take admission to dummy schools so that they can focus solely on their preparations for the competitive exams without attending regular classes.

The CBSE official said that if the candidates were seen missing from the school or are found to be non-attending surprise inspection undertaken by the board, they would not be allowed to appear for the examination. “The onus of not attending regular school also falls on the concerned student and his or her parents,” the news agency quoted the central education agency official.

CBSE had conducted a series of surprise inspections in December last year at 29 schools in Delhi, Bengaluru, Varanasi, Bihar, Gujarat and Chhattisgarh to check enrolment of ‘dummy’ students.

Actions will also be taken against schools that promote such dummy culture or sponsor non-attending students, the officials said. The issue was also taken up in the recent Governing Board Meeting of the board where it was recommended that the decision be implemented from academic session 2025-2026.

In addition to preparing for competitive exams, candidates also choose dummy schools keeping in mind the quota in medical and engineering institutes available for the students from certain states.
