SIR Implementation: A Step-by-Step Guide To Ensuring Voters’ Names Are On The List

New Delhi: The Election Commission of India (ECI) is all set to implement the controversial Special Intensive Revision(SIR) across 12 states after the initial Bihar experiment, as part of the pan-Indian move. All the voters including the ones whose names are on the voters’ list should submit the enumeration form to ensure their right.

For voters’ alert, they must look into the 2002 voters’ list, checking the voters’ list of the assembly constituencies. Each voter should ensure that their or their parents’ names are there on the voters’ list. Each voter may search for their Booth level officers (BLO) and contact them to verify the data. The details regarding the BLO will be available on the concerned websites.

The next step – most important – is to get an enumeration form from the BLO and submit it after filling out the form. The Election Commission has allowed the voters to complete the process for one month — from November 4 to December 4. The enumeration form can be downloaded from the state’s chief election commissioner’s website from November 4.

There must be two copies — one to submit to the BLO and the other to keep with the voters’ after getting signature acknowledgment from the BLO.

For those whose or their parents’ names are not there on the voters’ list, they must submit at least one of the 12 documents specified by the election commission to prove their citizenship, along with the enumeration form.

The BLO will upload the enumeration form along with all the documents. After that, the Electoral Registration Officer (ERO) will be the one responsible for entering the data into the voters’ list. Each booth will now have only 1200 voters, and if the number exceeds, a new booth will be constituted, as per the new rule. The district electoral officer (DEO) should personally visit all the booths and conduct meetings with political parties. After a nod from the state election commission, the DEO can allot a new booth.

People can check the draft voters’ list as it will be published on December 9. Due to booth restructuring, if not found in the current booth, the voters may examine if they are included in any other booths.

SIR is a time-bound house-to-house voters’ verification process conducted by Booth Level Officers (BLOs) to update and correct the electoral rolls before major elections. According to the ECI, the practice is aimed at ensuring an accurate, inclusive, and voting system free from discrepancies, allowing it for new registrations, deletions, and modifications.
